Third date and he still hasn't kissed me, is he not interested?

I've been going out with guy for two weeks and last night we went on our third date. The problem is he still hasn't kissed me goodnight, nor has he even come close even with me hinting that I wanted him to kiss me? I'm 24 and it's not like this is my first time with a guy, but this seems unusually slow. Is he not interested and just sees me as a friend or is he just shy and nervous about kissing me? Has anyone else ever experienced this?
